There was no shocker, the oil program was run by the United Nations and they recieved a large fee for doing so. The fact that the program was used not for the intended purpose but rather to purchase palaces was the real shocker. ... The price of oil can be fixed in Euros or Dollars but since the end users and producers must exchange to the currency they use the buyers tend to state the currency. If the reverse where true we would pay in Saudi Currency. ...
