The poorest pay a lot for the poorest service; the state is nowhere and the cleptomanes takes what they can take. A taxi driver from a neigbouring country from Uganda became president in an other neigbouring country from Uganda - well, he had bought his Citizien ID card probabely in Uganda ;-) Now, he his billionaire...
