Siemens left the country and refused to sell them the license? Also this is the country where the Stuxnet virus first appeared.

Nuclear reactor controlled by Windows based SCADA system that has a default password embedded; changing the password is not allowed by the vendor. Ouch.

I have been working with a system that uses Siemens controls where OK'ing large license warning dialogues has been considered part of standard operating procedure by manufacturer's support (while ensuring that our system indeed has all required licenses) - apparenty they couldn't clone the production system without breaking some copyright protection...
